My quartz chrono with an ETA 251.272 quartz 22 jewel movement does not work properly. The only functions that work are the timer (large second hand) and the split 1/10th second timer. I put a battery in it but that didn't help.

Can this be a result of a weak battery (even though its supposed to be new), or does it need a new circuit board or should I just replace the entire movement?

It sounds like the problem is in the movement itself. If it were a battery issue, either the whole watch would work or it wouldn't.

And watch companies find it's a lot cheaper to replace the movement than it is to repair it.
