Did you try Dial Craft in Canada?

International Dial doesn't answer the phone or emails very reliably, but they are real, and if you send them the dial they will eventually refinish and return it. The last one I had done took many months.

If you are capable and want to do the dial and hands yourself, just do that, and then put it all back together and send it to your watchmaker. I would also decline to service a movement if I didn't have the dial and hands and the case to put it in. If I can't seal it up all clean, and then test it and be sure it's right, there's lots of ways it can lead to disappointment.
