I would like to know if the Bulvova clock radio 1280 series has tuning fork regulator.

I won't say for certain, but I strongly suspect it does not have a tuning fork movement. I've never seen a commercial Accutron clock cased in anything cheaper than brass, and it doesn't say Accutron on the dial (the tuning fork logo alone is not enough). I've never seen a Bulova clock radio with a tuning fork movement, and I've never seen one sell for anywhere near $290. $29 would be more appropriate.
