I have a '70s era Seamaster that has very light marks on the edge of the dial where the dial meets the case (right above 12 and 1). I don't recall having these marks before the last service, but I can't be 100% certain that damage was done by the watchmaker. It could be dirt but I think the paint probably came off when the movement was removed during the service. How much does something like this lower the value of the watch?

Sorry to hear of the damage. Too bad there aren't any pre-service pics that could help in determining if it was done by the watchmaker.

As far as the value hit, like with any other face damage to a dial usually has the biggest impact on value. That said, I think that securing a dial for a '70s Seamaster would not be terribly difficult or expensive. It really comes down to how much it bothers you and how much you value the watch to possibly fix the problem.
