There are a number of threads here in the Longines section about the Conquest / VHP watch for you to review. In general, members speak well of that model and it seems to hold its value over time.

Hi, talking about watch purchase, I think all is about motivation. Given the situation it is a watch you like and it is a price drop of 40% over official tariff, I consider it an opportunity.
Obviously giving such a discount would mean selling of this model is not going as expected so need to adjust prices to market.
I would like to add my humble opinion about quartz, those don't hold value over time. As vintage collector, I feel it this way.

You like something + price drop = buy!
Invest on watch + price drop as new= consider other option
