    I suspect this is a big problem on shopgoodwill.
    But hard to track and certainly hard to police when goodwill holds all the cards.

    Have seen this often on UK military medals. So much so I have given up bidding on them.
    I suspect it will reappear soon.

    When questioned about it they always say “The buyer pulled out”

    It’s a scam.

    Same with their watch sales

    Yeah shopgoodwill has no option for 2nd highest bidder either. So if somebody is jokingly placing a crazy bid, then the entire listing has to get re-listed. This happens nearly every time a speedmaster gets posted. There isn't the same type of recourse as ebay/paypal where they would ban your accounts in a more meaningful way. Since buyer ratings have nothing to do with bidding, as they do on ebay, anybody can shill bid. It's entirely plausible the folks at goodwill can see what the highest bidder's max bid is and ensure that they place a bid just under it. You don't have to pay for the item though, so there is a way to back out if you feel it was overpriced. I got a few deals on accutrons on there including one on a NASA mesh bracelet. I wouldn't suggest to completely write off the website, but I would suggest you bid only what you are willing to part with, just in case there is some administration level shilling.
