They are clearly trying to discourage anyone from sending a vintage watch for restoration. Fortunately there are other channels for vintage enthusiasts.

Yes, maybe no. Much of the vintage is sent to Switzerland.

Not really, many believe that it must go to them if they want the job done properly. It's just business. They've got plenty of work so they figure they might as well rev up the price.
