Hmmm... VERY interesting!
I access the BBC from the UK where the BBC is still completely commercial free. There are never any adverts on "the Beeb".
I think that they now detect your IP address and, if it is from outside the UK they must add commercials to it.
There were no commercials when I viewed the clip.
The BBC is funded by the "TV License" (basically everyone in the UK needs one if they have "equipment capable of receiving" the BBC signal).

It costs 139.50 GBP (£) a year - about 210 USD ($) at time of writing.
I guess as you are outside the UK, you won't be paying the license fee, thus they fund that bit by advertising.
